The objectif of the final consumption is to satisfy human needs.These needs are satisfied by the consumptions:
(1) individual (purchases of food, clothes, etc.);
(2) that can be individualized which means that the benificary can be identified (consumption of educational services, health and social actions);
(3) collective which means that the users cannot be identified individually (security, defence or general administration services).
Human needs' reference of satisfaction implies that the final consumption only concerns households. On one hand, households can pay the whole amount, part of it or nothing at all for the products they consume so the distinction between the consumption spending and the actual consumption has to be made. On the other hand a final consumption has to be shown from the public administrations and the NPISH.
