Employment of people working in the territory of the Grand Duchy, regardless of whether they are living there or not. This includes foreign border workers but excludes border Luxembourgers, civil servants and officials of international institutions which are considered as extraterritorial. Sample surveys on labor force are conducted with a sample from 7,000 to 10,000 households. The survey is part of community survey framework on the active population, coordinated and performed under the responsibilities of the European Statistical Office EUROSTAT, and in collaboration with National Statistical Institutes. This sample survey of households was conducted each spring between 1981 and 2002, and became continuous in January 2003. This survey is conducted at the same time in all countries of the European Union in spring, without necessarily having the same reference periods. It focuses especially on the individual characteristics of people participating in the survey, about their situation within the economic activity, the characteristics of their employment or their search for employment. Resources available to STATEC relate to employment on a national level rather than on a domestic level (see definitions). Therefore, the general population and tax censuses and the “labor force” survey are on a national level (residents). Data from the health insurance and pension funds or STATEC surveys conducted on enterprises refer to the domestic concept and is also used in the national accounts. The definition of domestic concept set by the ESA (European System of Accounts) is generally the basis of our statistics. Concerning self-employed workers (farmers, traders etc) the level of employment is partly based on the number of unpaid family workers who, by their nature, are often account for inaccurately and therefore introduce an additional uncertainty in the employment statistics.
