Government budget appropriations or outlays for R&D (GBAORD)


Government budget appropriations or outlays for R&D describe a way of measuring government support for R&D using data from budgets. This essentially involves identifying all the budget items involving R&D and measuring or estimating their R&D content in terms of funding. These estimates are less accurate than performance-based data but as they are derived from the budget, they can be linked to policy through classification by “objectives” or “goals”.
