Regards 10/12 - Regards sur le halo du chômage

The unemployment rate as defined by International Labour Office (ILO) has been 5.1% in Luxembourg in 2011. Taking into account the potential labor force, the unemployment rate fell to 10.0%. The potential labor force contains inactive people who are not considered unemployed according to ILO, but which nevertheless retain a link with the labor market. Moreover there are about 3 800 underemployed workers in Lxuembourg. These are part-time workers who wish to work more. Underemployment and the potential labor force constitute the halo of unemployment, a gray area situated between unemployment and inactivity and between unemployment and employment.
