STATEC

An institute at the heart of public and economic action

STATEC is the National Institute of statistics and economic studies of the Grand Duchy of Luxembourg. STATEC is an administration placed under the authority of the Ministry of the Economy. It is professionally and scientifically independent, i.e. it sets its own work program in accordance with national and European statistical legislation, produces and disseminates data in complete neutrality.

STATEC is committed to produce statistics, analyses and studies giving a detailed, reliable and objective image of the society of Luxembourg. With over 200 employees, STATEC coordinates the national statistical system and represents it at international level.

STATEC's missions

STATEC's missions are to provide the public and private decision-makers as well as the citizens with high quality statistical information. The law of 10 July 2011 (Pdf, 232 Kb) on the organisation of the National Institute for Statistics and Economic Studies specifies these missions.

Building a statistical information system

To set up a statistical information system accessible to the public, in particular on the structure and the activity of the country by drawing up, through surveys or using administrative files, statistics concerning notably demographic, economic, social and environmental phenomena and also by centralising the statistical data available from public bodies by reason of their powers.

Drawing up national, global or sectoral accounts

Drawing up and ensuring the consistency of the balance of payments and financial accounts

To draw up, together with the Banque centrale du Luxembourg, the balance of payments and financial accounts and to guarantee their methodological consistency in accordance with European and international rules, the terms of collaboration being the subject of an agreement between the Government and the Banque centrale du Luxembourg.

Setting up and managing a "Central Balance Sheet Data Office”

To set up and manage a "Central Balance Sheet Data Office" consisting companies' annual accounts data and to publish the information thereof.

Conduct censuses

To carry out population, housing and buildings censuses, their date and terms and conditions being enacted by a Grand-Ducal regulation.

Carry out studies and analyses

Carry out studies and analyses in the field of statistical methodology and procedures, and publish the results.

Gathering general documentation and representing Luxembourg to foreign statistical authorities

To compile general documentation concerning statistics, as well as demographic, economic and social theories and facts, and to represent Luxembourg as a national statistical authority to foreign, EU and international statistical authorities.

Governance

In accordance with the law of 10 July 2011 on the organisation of the National Institute for Statistics and Economic Studies, STATEC is headed by a director, assisted by a deputy director.

Tom Haas took up his position as Director of STATEC on 26 October 2024. With 15 years of experience at the Institute prior to his appointment as Director, particularly in the field of data analysis, synthesis and evaluation of measures, Tom Haas successively held the positions of Head of the “Modelling and Forecasting” Unit in 2020 and Head of the Departmwnt 'Economic Situation, Modelling and Forecasting" in 2023, thus joining the STATEC Management Committee. 

John Haas has been Deputy Director of STATEC since early May 2017. Having joined STATEC in 1991, he worked on Luxembourg's national accounts for 27 years and successively held the positions of Head of the National Accounts Unit and then Head of the Macroeconomic Statistics Department.

In order to enhance consistency and efficiency, the Directorate now brings together all administrative functions – General Secretariat, Human Resources, Budget, Infrastructure and Logistics, Project Management, Communication and External Relations – at both national and international level. This cross-functional organisation ensures the smooth implementation of decisions, promotes internal synergies and provides full support to the statistical production and analysis teams. It is part of a governance structure based on a clear strategic vision, an agile structure and collective intelligence mobilised in the service of modern, reliable and forward-looking public statistics. (Organisation chart (Pdf, 233 Kb))

The Management Committee

The Management Committee brings together the heads of departments responsible for statistical production and analysis. Together with the Management, they steer the Institute's major strategic issues. They coordinate cross-functional projects, ensure the flow of information, monitor general affairs, the budget and human resources, and guarantee the successful implementation of STATEC's work programme.

The Data Committee and the Analysis Committee

Created as part of STATEC's work programme in autumn 2025, these two committees promote internal collaboration, support innovation and accompany the transformations planned in STATEC's work programme.

  • The Data Committee oversees data policies and supports the implementation of STATEC's Data Strategy. 
  • The Analysis Committee coordinates the analytical production, drafting and promotion of statistical and research publications to ensure clear, rigorous and accessible dissemination to the public.

Serving society and its stakeholders

Together with STATEC Research (ASBL), STATEC employs more than 213 people of 14 different nationalities and around 50 consultants ("external experts"). The administration offers varied and stimulating work for a wide range of profiles: STATEC recruits not only statisticians, but also economists, mathematicians, sociologists, computer scientists, communications professionals, human resources and financial management experts, etc.

Security policy

In the context of its activities, security in the collection, processing, storage and distribution of information is a key issue in terms of confidentiality, integrity, availability and traceability. STATEC may be a target for cyber-attacks due to its role as a public entity, the type of information it publishes and its target audience. Moreover, in a global environment of increased digitization, interconnections and subcontracting, vulnerabilities may appear that could compromise information security.

Finally, STATEC also has a security obligation under legal frameworks and regulations aimed at protecting personal data such as the ESS IT Security framework which is designed to increase trust between members of the European statistical system (ESS) by defining rules and standards for the management, exchange and storing of confidential information within the ESS.

It is therefore essential to define the security principles, objectives and regulations as well as the management system governing information security within STATEC, which is achieved via this information security policy and all related documentation. STATEC started a project in 2017 to reach a higher level of conformity to the ESS IT Security framework with EU funding over a 3 year period and is now certified.

TWIST: STATEC's new headquarters

STATEC's new ‘Twist’ headquarters, inaugurated in September 2024, embodies innovation and sustainability, combining architecture, technology, well-being and respect for the environment. Every architectural detail, such as the large windows, the abundance of daylight and the use of natural materials like terracotta and wood, has been carefully thought out to create an ergonomic, comfortable and stimulating working environment. Designed to meet the requirements of a modern statistical office, the building encourages exchanges and meetings, with collaborative spaces, flexible meeting rooms, a logistics centre and state-of-the-art equipment for hybrid working. ‘TWIST’ is the first building in Luxembourg to aim for WELL PLATINUM certification, a global standard focused exclusively on health and well-being.

Every aspect of its design aims to reduce the ecological footprint while providing a healthy, eco-responsible living environment. Currently being certified to BREEAM, the leading environmental assessment method, the building is designed to minimise environmental impact, adapt to climate change and reduce carbon emissions.
