Public statistics
The Statistical System Luxembourg
The Luxembourg Statistical System (SSL) is coordinated by STATEC, Luxembourg's National Institute for Statistics and Economic Studies.
In accordance with Article 3 of the Law of 10 July 2011 on the organisation of official statistics in Luxembourg:
"STATEC shall, in consultation with the Public Statistics Committee, coordinate the national statistical system.
It shall ensure the harmonisation of statistical methods, definitions and nomenclatures and shall ensure the application of European and international standards in this field." (Law of 10 July 2011, Art. 3)
The SSL actors:
In addition to STATEC, the SSL comprises several national statistical authorities that produce statistics in their respective fields. These actors are:
- National statistical institute
- Ministry of Foreign Affairs
- Ministry of Sustainable Development and Infrastructure
- Ministry of National Education and Vocational Training
- Ministry of Health
- Accident Insurence Association
- Agency for Development of Employment
- Department of Rural Economy
- Viti-viniculture Institute
- General Inspectorate of Social Secutity
- Grand Ducal Police (Directorate for Infromation, Strategic Analysis)
- LISER (Luxembourg Institute of Socio-Economic Research)
These entities collaborate with STATEC in the collection, analysis and dissemination of statistical data. STATEC centralises the data produced by these entities in order to carry out its studies and make them available to users via a single platform, the Statistics Portal. It also collaborates with research centres such as:
- the University of Luxembourg,
- the Luxembourg Institute of Science and Technology (LIST),
Certain surveys and studies are conducted jointly with these partners, both in Luxembourg and abroad.
The governance of the SSL
The Public Statistics Committee (CSP)
The CSP is responsible for the operational coordination of the national statistical system. It ensures the efficiency, quality and rationalisation of statistical surveys.
Main tasks:
- Coordinating the statistical programmes of administrations, ministries, public institutions and observatories;
- Reducing the overall response burden;
- Meeting European and international statistical obligations;
- Examining the use of administrative data to meet statistical needs;
- Giving its opinion on draft regulations and privately funded statistical surveys financed by public funds;
- Establishing the annual programme of the national statistical system and a report for the attention of the Higher Statistical Council.
Composition:
- Approximately 40 members representing public statistics producers and data holders;
- Chaired by the Director of STATEC;
- May set up working groups and call on external experts.
The Higher Council for Statistics (CSS)
The CSS is a high-level advisory body representing civil society and users of statistics. It evaluates and guides the priorities of the national statistical system.
Main tasks:
- To give its opinion on:
the annual activity report and work programme of the national statistical system (drawn up by the CSP);
the work and decisions of the CSP;
the priorities and guidelines for public statistics;
the quality of the statistical system and its ability to meet users' needs;
- Ensuring compliance with the European Statistics Code of Practice;
- Representing the interests of users and civil society in the field of statistics.
Composition:
- 10 members and 1 observer, appointed by the Minister for the Economy;
- Representatives of civil society: academia, professional bodies, the press, sustainable development, etc.
European Statistical System (ESS)
The European Statistical System (ESS) comprises:
- Eurostat, the Statistical Office of the European Union;
- the national statistical institutes (NSIs);
- and other national authorities responsible for the development, production and dissemination of European statistics in each Member State.
This integration ensures the comparability, reliability and consistency of the statistics produced in Luxembourg with those of other European countries.
European Statistics Competition
Luxembourg is participating in the European Statistics Competition (ESC) 2023. This competition is organized by Eurostat, the statistical office of the European Union, and aims to promote students' curiosity and interest in statistics. The ESC is aimed at secondary school students, who challenge each other by solving statistical exercises, hunting for information and producing analyses.
First national, then European, this competition invites each participating team to work in groups to test their theoretical knowledge, to take an interest in the data produced by the actors of official statistics and to discover or rediscover their societal stake!
