Immigration to Luxembourg marked by the war in Ukraine

The country's demographic evolution is one of the main areas of research for STATEC in the year 2023. While the population census evaluates the evolution of the population in the long term through the collection of very detailed socio-economic information on the population living in the Grand Duchy, short-term data are a valuable source of demographic information. Thus, STATEC publishes annually the state of the population on 1 January on the basis of the population registers. As at 1 January 2023, 660,809 people were living in Luxembourg. The population of the Grand Duchy increased by 15,412 people during the year 2022. This population increase is mainly due to migration, and in particular to the massive influx of Ukrainian immigrants (4,268).

In the course of 2022, a natural balance (births - deaths) of 2,046 people and a net migration (arrivals - departures) of 14,206 people are observed1. The share of international migration in population growth is therefore 92.2% in 2022.

Between 1 January 2022 and 1 January 2023, the population increased by 2.4%. This increase is higher than that observed during the COVID-19 pandemic (on average 1.5%) and returns to levels observed in the early 2010s.

On 1 January 2023, the average age of the population is 40.5 years for women and 39.1 years for men. Foreign residents are significantly younger than Luxembourgers. The average age for Luxembourg women is 42.3 years compared to 38.4 years for foreign women. For Luxembourg men, the average age is 40.0 years compared to 38.1 years for foreigners.
