Start of the 2025 academic year: more job seekers and more job vacancies
The number of registered job seekers residing in Luxembourg and registered with ADEM stood at 18,920 on 30 September 2025, an increase of 1,187 people (or 6.7%) compared to September 2024.
This increase is particularly marked among the most highly qualified job seekers, whose numbers rose by 14.1% over one year. It is not only job seekers over the age of 45 who are contributing to this upward trend, as the category of job seekers aged 30 to 44, like those over 45, has seen an increase of 7.2% over one year. The number of job seekers under the age of 30 has increased by 4.7% over the past year. In terms of occupations, the data confirm the trends observed in previous months: the most significant increases were in accounting (ROME category M12), secretarial and administrative work (category M16), IT (category M18) and road transport driving (category N41).
The seasonally adjusted unemployment rate, calculated by STATEC, stands at 6.1%.
The number of new job seekers registering is on the rise. In fact, 3,429 residents registered with ADEM in September 2025, representing an increase of +5.2% compared to September 2024.
The number of resident job seekers receiving full unemployment benefits fell by 553 (-5.4% year-on-year) to 9,615 as at 30 September. This decline is part of a downward trend observed since January 2025. The number of beneficiaries of an employment measure is 4,367, a slight decrease (-1.9%) compared to September 2024. During September 2025, employers reported 3,350 job vacancies to ADEM, which is a significant increase of 7.7% compared to September 2024. Construction trades (ROME categories F17 and F16) recorded the strongest increase during this month. As of 30 September 2025, the number of available positions stood at 6,668, a slight decrease of 1.0% compared to September 2024. The decline was particularly noticeable in accounting professions (ROME category M12).
- An available resident jobseeker is a person registered with ADEM who resides on Luxembourg territory and who on the date of the statistical statement is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A resident jobseeker is a person registered with ADEM who resides in Luxembourg and who, on the date of the statistical report, is assigned to an employment measure.
- An available non-resident jobseeker is a person registered with ADEM who does not reside in Luxembourg and who, on the date of the statistical report, is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A jobseeker with reduced capacity for work is a person who benefits from an external reclassification decision pursuant to articles L.551-1 et seq. of the Labour Code.
- A recipient of full unemployment benefit is a person who is registered with ADEM and who is receiving benefit under article L. 521-1 et seq. of the Labour Code.
- A beneficiary of a waiting allowance or a waiting professional allowance is a person registered with ADEM and receiving compensation under application of article L. 551-5 of the Labour Code.
- The unemployment rate is the ratio between the number of available resident jobseekers and the resident active population.
