Early 2026: the unemployment rate stands at 6.3%
As of 31 January 2026, ADEM had 21,255 registered job seekers residing in Luxembourg, representing an increase of 1,824 people compared to January 2025 (i.e. +9.4%).
This increase particularly affects the most qualified job seekers (+15.9% over one year). In terms of age groups, there are differences, with an increase of 7.8% among those over 45, 11.3% among those aged 30-44 and 8.9% among those under 30. In terms of the occupations in demand, the findings have remained similar for several months, with the most significant increases in secretarial and administrative support (ROME category M16), accounting (category M12) and IT (category M18).
The seasonally adjusted unemployment rate, calculated by STATEC, stands at 6.3%.
The number of new registrations of resident job seekers remains stable overall, even showing a slight decrease: 3,101 residents registered in January 2026, down 0.6% compared to January 2025.
The number of resident jobseekers receiving full unemployment benefit fell by 31.6% year-on-year to 7,396 as at 31 January 2026. As was the case last month, this figure continues to be influenced by major changes made in November 2025 to the ADEM's IT systems, which affect the date on which new jobseekers eligible for unemployment benefit are registered. 1,468 resident jobseekers with external professional reclassification status received waiting allowance or professional waiting allowance as at 31 January 2026, representing an increase of 2.2% year-on-year.
The number of resident beneficiaries of an employment measure stands at 4,404, a slight increase of 1.7% compared to January 2025.
As for non-residents, as of 31 January 2026, the ADEM had 4,061 registered jobseekers, representing an increase of 22.4% year-on-year. Among these non-resident jobseekers, approximately 58% have the status of persons undergoing external professional redeployment and are therefore eligible, under the same conditions as residents, for financial assistance paid by the ADEM. For this category, the increase in the number of registrants over one year is 8.9%. The second category of non-residents registered with ADEM concerns people who register as job seekers on a purely voluntary basis, without receiving financial assistance. This category represented 1,723 people as of 31 January 2026, or approximately 42% of non-resident job seekers. However, the increase in the number of these individuals over the course of a year is spectacular (+47%).
1,070 non-residents registered as new job seekers in January 2026, representing an increase of 28.3%.
885 non-resident job seekers with external professional redeployment status received full unemployment benefits as of 31 January 2026, representing a 13% decrease over one year. In addition to those receiving full unemployment benefits, 1,640 non-resident job seekers with external professional redeployment status received waiting benefits or professional waiting benefits as of 31 January 2026, representing an increase of 2.1% over one year.
In January 2026, employers reported 3,383 job vacancies to ADEM, which is 1.3% less than in January 2025. The number of available job offers also continues to decline: compared to January 2025, the number of positions is 5,977, a decrease of 8.7%. The professions of accounting (ROME category M12), secretarial and administrative assistance (category M16), IT (category M18) and secondary construction work (category F16) recorded the sharpest decline compared to the previous year.
- An available resident jobseeker is a person registered with ADEM who resides on Luxembourg territory and who on the date of the statistical statement is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A resident jobseeker is a person registered with ADEM who resides in Luxembourg and who, on the date of the statistical report, is assigned to an employment measure.
- An available non-resident jobseeker is a person registered with ADEM who does not reside in Luxembourg and who, on the date of the statistical report, is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A jobseeker with reduced capacity for work is a person who benefits from an external reclassification decision pursuant to articles L.551-1 et seq. of the Labour Code.
- A recipient of full unemployment benefit is a person who is registered with ADEM and who is receiving benefit under article L. 521-1 et seq. of the Labour Code.
- A beneficiary of a waiting allowance or a waiting professional allowance is a person registered with ADEM and receiving compensation under application of article L. 551-5 of the Labour Code.
- The unemployment rate is the ratio between the number of available resident jobseekers and the resident active population.
