An increasing number of declared job vacancies and a stable unemployment rate at 6.3%

As of 31 March 2026, ADEM recorded 20,491 resident jobseekers available for work, representing an increase of 1,588 people compared to March 2025 (i.e. +8.4% year-on-year).

As in previous months, this increase particularly affects the most highly qualified jobseekers (+17.4%). From an age perspective, a marked rise is observed among those aged 30–44 (+10.1%). In terms of occupations sought, trends remain similar to recent months: the largest increases concern secretarial and administrative support roles (ROME category M16), IT professions (M18), and accounting (M12).

The unemployment rate, seasonally adjusted and calculated by STATEC, remains stable at 6.3%.

The number of new resident jobseeker registrations increased by 3.2% year-on-year: 2,805 residents registered in March 2026, compared with 2,718 in March 2025.

As of 31 March 2026, the number of resident jobseekers receiving full unemployment benefits stood at 10,068, representing a decrease of 7.1% year-on-year¹.

The number of resident jobseekers with professional redeployment status receiving either a waiting allowance or a professional waiting allowance amounted to 1,530, corresponding to a slight increase of 0.9% year-on-year².

The number of residents benefiting from employment support measures stood at 4,445, a slight decrease (-0.8%) compared to March 2025.

As regards non-residents, ADEM recorded 4,354 registered jobseekers available for work at the end of March, representing an increase of 25.4% year-on-year. Among them, 55.9% have external professional redeployment status and are therefore eligible, under the same conditions as residents, for financial support provided by ADEM. For this group, the number of registered jobseekers increased by 12.9% year-on-year.

The second category of non-resident jobseekers registered with ADEM consists of individuals who register voluntarily without receiving financial support. This category accounted for 1,919 people as of 31 March 2026, representing 44.1% of non-resident jobseekers. The increase in this group continues to be particularly significant, as observed in previous months, reaching +45.8% compared to March 2025.

A total of 989 non-residents registered as new jobseekers in March 2026, representing a year-on-year increase of 17.5%.

A total of 1,039 non-resident jobseekers with external professional redeployment status received full unemployment benefits as of 31 March 2026, representing a decrease of 7.4% year-on-year. In addition, 1,786 non-resident jobseekers with external redeployment status received a waiting allowance or a professional waiting allowance as of 31 March 2026, representing an increase of 6.2% year-on-year.

In March 2026, employers declared 3,983 job vacancies to ADEM, representing an increase of 18.8% compared to March 2025. The stock of available job offers at the end of March 2026 stood at 7,517, corresponding to a year-on-year increase of 10.2%.

The occupations recording the strongest increases compared to the previous year include warehousing, goods handling and moving services (ROME category N11), industrial cleaning (K22), and paramedical care (J15).

It should also be noted that, among the jobs declared in March 2026, two sectors contributed significantly to the growth: wholesale and retail trade (NACE G) and professional, scientific and technical activities (NACE M). These sectors stand out for large volumes of declared vacancies, particularly in warehousing and order preparation (ROME N1103, 129 positions declared, including 120 by a single company), as well as in auditing and accounting control (ROME M1202, 134 positions declared, including 119 by a single company).

• An available resident jobseeker is a person registered with ADEM who resides on Luxembourg territory and who on the date of the statistical statement is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
• A resident jobseeker is a person registered with ADEM who resides in Luxembourg and who, on the date of the statistical report, is assigned to an employment measure.
• An available non-resident jobseeker is a person registered with ADEM who does not reside in Luxembourg and who, on the date of the statistical report, is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
• A jobseeker with reduced capacity for work is a person who benefits from an external reclassification decision pursuant to articles L.551-1 et seq. of the Labour Code.
• A recipient of full unemployment benefit is a person who is registered with ADEM and who is receiving benefit under article L. 521-1 et seq. of the Labour Code.
• A beneficiary of a waiting allowance or a waiting professional allowance is a person registered with ADEM and receiving compensation under application of article L. 551-5 of the Labour Code.
• The unemployment rate is the ratio between the number of available resident jobseekers and the resident active population.

Methodological note: Beneficiaries of full unemployment benefits and waiting/professional waiting allowances

The counting of beneficiaries of full unemployment benefits, waiting allowances and professional waiting allowances has been impacted by major changes to ADEM’s IT systems implemented in November 2025. As a result, trends in the number of beneficiaries are still under verification.
