Vacancies on the rise and unemployment rate stable at 6.3%

As of 30 April 2026, ADEM recorded 20,140 resident jobseekers available for work, representing an increase of 1,544 persons compared with April 2025 (+8.3% year-on-year).

As in previous months, this increase particularly concerns the most highly qualified jobseekers (+17.8%). In terms of age groups, a marked increase is observed among those aged 30–44 (+10.9%) as well as among young people (+8.0%). Regarding the occupations sought, the trends observed over recent months remain similar: the strongest increases concern IT professions (ROME category M18), secretarial and administrative support occupations (category M16), as well as accounting professions (category M12). This month also saw a significant increase in organisation and research occupations (category M14) and culinary production occupations (category G16).

The unemployment rate, seasonally adjusted and calculated by STATEC, stands at 6.3%.

The number of new registrations of resident jobseekers increased by 3.6% year-on-year: 2,466 residents registered in April 2026, compared with 2,380 in April 2025.

As of 30 April 2026, the number of resident jobseekers receiving full unemployment benefits stood at 10,181, representing a decrease of 4.4% year-on-year¹.

The number of resident jobseekers with professional redeployment status and receiving waiting allowance (IA) or professional waiting allowance (IPA) amounted to 1,533, corresponding to a slight increase of 0.9% year-on-year².

As regards residents benefiting from an employment support measure, their number stood at 4,575, corresponding to a slight increase (+0.4%) compared with April 2025.

With regard to non-residents, the trend observed in recent months also continued this month. At the end of April, 4,297 non-resident jobseekers available for work were registered, representing an increase of 22% year-on-year. Of these non-resident jobseekers, 55.8% had external professional redeployment status and were therefore eligible, under the same conditions as residents, for financial assistance paid by ADEM. For this category, the number of registered persons increased by 9.4% year-on-year. The second category of non-residents registered with ADEM concerns persons who register voluntarily as jobseekers without benefiting from financial assistance: 813 new registrations were recorded in April 2026 (+11.2% year-on-year), bringing the total to 1,901 persons at the end of the month, equivalent to 44.2% of non-resident jobseekers. The increase in this category continues to be particularly marked, reaching +42.7% compared with April 2025.

A total of 1,044 non-resident jobseekers with external professional redeployment status were receiving full unemployment benefits as of 30 April 2026, representing a decrease of 6.3% year-on-year. In addition to recipients of full unemployment benefits, 1,809 non-resident jobseekers with external professional redeployment status received a waiting allowance (IA) or professional waiting allowance (IPA) as of 30 April 2026, representing an increase of 6.9% year-on-year.

In April 2026, employers declared 3,052 vacancies to ADEM, down 14.7% compared with April 2025. The stock of available job offers at the end of the month stood at 7,448 units, representing an increase of 3.4% year-on-year. As already observed in March, the occupations recording the strongest increase compared with the previous year were warehousing, cargo handling and removals (ROME category N11), industrial cleaning and hygiene (category K22), and paramedical care occupations (category J15).

• An available resident jobseeker is a person registered with ADEM who resides on Luxembourg territory and who on the date of the statistical statement is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
• A resident jobseeker is a person registered with ADEM who resides in Luxembourg and who, on the date of the statistical report, is assigned to an employment measure.
• An available non-resident jobseeker is a person registered with ADEM who does not reside in Luxembourg and who, on the date of the statistical report, is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
• A jobseeker with reduced capacity for work is a person who benefits from an external reclassification decision pursuant to articles L.551-1 et seq. of the Labour Code.
• A recipient of full unemployment benefit is a person who is registered with ADEM and who is receiving benefit under article L. 521-1 et seq. of the Labour Code.
• A beneficiary of a waiting allowance or a waiting professional allowance is a person registered with ADEM and receiving compensation under application of article L. 551-5 of the Labour Code.
• The unemployment rate is the ratio between the number of available resident jobseekers and the resident active population.

Methodological note: Beneficiaries of full unemployment benefits and waiting/professional waiting allowances

The counting of recipients of full unemployment benefits, waiting allowance and professional waiting allowance was affected by major changes to ADEM’s IT systems implemented in November 2025. Consequently, developments in the number of benefit recipients are still subject to verification.
