Unemployment rate stable and rise in job vacancies reported in December
As of 31 December 2025, the number of available resident job seekers registered with ADEM stood at 21,090, an increase of 1,558 people (or +8.0%) compared to December 2024.
The increase observed over twelve months is driven in particular by the most qualified job seekers (higher education graduates, +17.7% over one year), while for the different age groups, it varies slightly, with increases ranging from 7.1% for those over 45 to 8.9% for job seekers aged 30 to 44. The increase observed among young people stands at 8.1%. In terms of the occupations in demand, the data confirm the trends observed in previous months: the most significant increases were in secretarial and administrative support (ROME category M16), IT (category M18) and accounting (category M12).
The seasonally adjusted unemployment rate, calculated by STATEC, remains stable at 6.2%.
The number of new job seekers registering has increased: 2,815 residents registered with ADEM in December 2025, an increase of 20.9% compared to December 2024.
The number of resident job seekers receiving full unemployment benefits fell by 18.6% year-on-year to 8,739 as at 31 December 2025. However, this figure is influenced by major changes to the ADEM's IT systems since mid-November 2025, which have an impact on the date on which new jobseekers eligible for unemployment benefit are registered. The catch-up and smoothing effects associated with these technological changes may continue to be felt over the coming months.
The number of beneficiaries of an employment measure stands at 4,269, up 3.8% compared to December 2024.
During December 2025, employers reported 2,555 job vacancies to the ADEM, a significant increase of 7.1% compared to December 2024. The number of available jobs, however, decreased: compared to December 2024, the number of positions stood at 5,472, a year-on-year decrease of 7.8%. The professions of accounting (ROME category M12), secretarial and administrative assistance (category M16) and IT (category M18) recorded the sharpest decline during the month.
- An available resident jobseeker is a person registered with ADEM who resides on Luxembourg territory and who on the date of the statistical statement is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A resident jobseeker is a person registered with ADEM who resides in Luxembourg and who, on the date of the statistical report, is assigned to an employment measure.
- An available non-resident jobseeker is a person registered with ADEM who does not reside in Luxembourg and who, on the date of the statistical report, is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A jobseeker with reduced capacity for work is a person who benefits from an external reclassification decision pursuant to articles L.551-1 et seq. of the Labour Code.
- A recipient of full unemployment benefit is a person who is registered with ADEM and who is receiving benefit under article L. 521-1 et seq. of the Labour Code.
- A beneficiary of a waiting allowance or a waiting professional allowance is a person registered with ADEM and receiving compensation under application of article L. 551-5 of the Labour Code.
- The unemployment rate is the ratio between the number of available resident jobseekers and the resident active population.
