Leisure travel remains at a very high level in 2025 at 5.2 trips per capita

The year 2025 is characterised by particularly dynamic leisure tourism, driven by a historically high figure of 5.2 leisure trips per resident. Leisure tourism is thus continuing to grow in importance in residents’ habits, despite an increase in expenditure. With an average cost of 1,304 euros per trip, expenditure has reached its highest level ever recorded. The main changes relate to the continued rise in expenditure and the gradual shortening of stays. By contrast, business tourism continues to adjust to a level below that seen before the pandemic.

In 2025, residents made 5.2 leisure trips, a record high. Consequently, nearly 2.9 million leisure trips were made by 470,000 travellers during 2025. 82.9 %* of residents made at least one leisure trip involving an overnight stay, a figure that remains stable compared with 2024.

Tourism expenditure continues to rise. The average cost of a leisure trip stands at 1,304 euros per person, the highest level ever recorded. This increase is mainly due to higher transport costs (349 euros on average) and, above all, accommodation costs, which average 478 euros per trip. The average price per night now stands at nearly €192, compared with €179 in 2024. In total, residents spent nearly €3.8 billion on leisure travel in 2025, a record high.

France retains its position as the top destination for Luxembourg residents, accounting for 20.2 % of trips, ahead of Germany (12.1 %), Portugal (8.1 %), Italy (8.0 %) and Spain (7.5 %). Europe remains by far the dominant destination, accounting for 92.4 % of all holidays taken. Modes of transport remain relatively stable: the car remains the main means of travel (50.6 %), whilst air travel accounts for 37.5 %of trips, figures that are relatively stable compared with 2024.

Short breaks are on the rise, although one-week stays remain the most common type of holiday. The average length of stay continues its downward trend, standing at 6.8 nights, compared with 7.2 nights in 2024. Furthermore, more than half of all trips (53.1 %) are to a city, confirming the enduring appeal of city breaks.

As for day trips, patterns remain stable. On average, 28.1 % of residents took a trip abroad during a quarter and 24.7 % took a trip to Luxembourg. Cross-border trips continue to be driven mainly by shopping (40.8 %), whilst trips within Luxembourg are more closely associated with local leisure activities, nature and outdoor pursuits.

Conversely, business travel is down sharply in 2025. Only 16.3 % of people in employment undertook at least one business trip involving an overnight stay, compared with 25.5 % in 2024. The total number of trips is also falling, from around 454,000 to 421,000. Despite this decline in activity, the average cost of a business trip remains high at 1,424 euros. Business travel continues to be predominantly within Europe (90.7 %), with France as the top destination.
