Continuing Vocational Training Survey (CVTS)
The Continuing Vocational Training Survey (CVTS) aims to measure continuing vocational training activities within companies. Conducted every five years, Luxembourg has already participated in the surveys covering the years 1993, 1999, 2005, 2010, 2015 and 2020. The current edition relates to the year 2025.

Survey objectives
The aim of the survey is to assess companies’ activities in the field of continuing vocational training during the previous year. The survey focuses primarily on training courses (in-house or external), but also covers other types of training (guided on-the-job training, job rotation, conferences, learning or quality circles, and self-directed learning). The main data collected include the types of training offered, the number of participants, the number of hours spent on training and the associated costs. Furthermore, information is gathered on the organisation of training activities at company level, training policies, barriers to training and the evaluation of training outcomes.
The survey is conducted in all European Union countries. The results published by Eurostat allow for comparisons across all these countries.
The survey results will be published in various STATEC publications and by Eurostat.
Implementation
The survey covers all economic activities with the exception of agriculture, public administration, education, and health and social care. The survey covers enterprises with 10 or more employees.
It is conducted using an electronic questionnaire to be completed by a representative sample of enterprises selected on the basis of their size and sector of activity.
Legal framework
The legal framework for the CVTS survey is Regulation (EC) No 1552/2005 of the European Parliament and of the Council of 7 September 2005 on statistics relating to vocational training in enterprises, as well as Commission Regulation (EU) No 1153/2014 of 29 October 2014.
Participation in the survey is mandatory for selected enterprises. This is a legal obligation (see the Law of 10 July 2011 on the organisation of the National Institute of Statistics and Economic Studies). All natural and legal persons are required to provide the statistical information requested by STATEC within the time limits set out in its request; refusal to provide such information is punishable by a fine.
The responses provided by companies to the questionnaires are covered by statistical confidentiality, as guaranteed by Article 16 of the Act of 10 July 2011 on the organisation of the National Institute of Statistics and Economic Studies.
