Safety survey
The survey on safety is a victimization survey and a complement to the administrative statistics (Police, Public Prosecutor's Office and Prison Administration). The letter give only an incomplete picture of crime in Luxembourg, since their figures only cover incidents that have been reported to the police.
Survey objectives
Administrative data include :
- Crime without a direct victim (e.g. financial crime, tax fraud, drug trafficking, etc.)
- Homicides
- Victims under 16 and over 74
- Non-residents
The survey on safety includes :
- Crimes and offences, which were not reported to the Police (domestic violence, incivilities, etc.)
- Crimes and offences which were not recorded by the police
- Crimes and offences that occurred abroad
The survey covers various types of crimes and offences that may have victimized the resident population in Luxembourg or abroad. The data collected provide a comprehensive overview of the extent and development of crime and its social impact on the resident population.
In addition, a series of questions were asked about the feeling of safety, fear of crime, and satisfaction with the police and the judiciary.
Thus, the main objectives of this survey are to measure the prevalence rates of various crimes and to assess behaviours related to crime and safety.
The survey is based on various international initiatives (e.g. European Gender-Based Violence Survey, EU Safety Survey, European Crime and Safety Survey EU-ICS).
Who participates?
Individuals aged 16 or over who reside in the Grand Duchy.
Implementation
The Safety Survey was first conducted in Luxembourg in 2013 with a sample of 3,000 residents aged 16 years or older. For the current wave, 5,695 Luxembourg residents were randomly selected and interviewed in 2019 and 2020. For this purpose, a random sample of 15,000 people aged 16 years or older was drawn from the National Register of Natural Persons (RNPP). The selected individuals were then invited to complete the questionnaire online using a personalized login and password provided to them by STATEC. Respondents were also given the opportunity to participate in the study by telephone. The German company INFAS (Institut für angewandte Sozialwissenschaft GmbH) conducted the telephone interviews on behalf of STATEC. The survey was conducted in 5 languages (French, Luxembourgish, German, English and Portuguese). The field phase took place at the end of 2019 ("pilot" phase) and between October 2020 and January 2021 ("main" phase).
After the fieldwork was completed, the data were cleaned, tested and weighted to correct for sampling and non-response bias.
The target population of the survey on safety is the population residing in the Grand Duchy at the time of collection and aged between 16 and 74 years.
Is my data protected?
Given the sensitivity of the data, we decided to take additional measures to protect it.
Participants received personalized access data in a personal cover letter. When they logged in for the first time, they had to change the password they had received and set a personalized password. Cover letters were created electronically and enveloped by machine. The interviewers for the telephone survey received a set of blank logins. This ensured that third parties did not have access to the questionnaire. After the responses were sent, the contact information was deleted so that there is no link between the responses and the sample data.
