This study is motivated by a much larger drop of apparent labor productivity in Luxembourg in recent years (2007-2010) than in other European countries. One reason for this discrepancy is the larger drop, in Luxembourg, of activity in banking and steel industry, both prominent sectors of the Luxembourg economy. Another reason is the lack of skilled workers in the Greater Region which has led to some “labour hoarding”. The fact that Luxembourg has long had an absolute productivity level higher than that of other European countries might have led to some convergence.
