Global Entrepreneurship Monitor Luxembourg 2025/2026

The Global Entrepreneurship Monitor (GEM) is an international research programme launched in 1999 to study entrepreneurship. For this purpose, GEM collects data through surveys that are conducted annually in many countries. The harmonised cross-country data provide insights into entrepreneurial activities, their impact, characteristics of of entrepreneurs and those of entrepreneurial ecosystems, serving as evidence for policy actions. STATEC joined this endeavour in 2013 in collaboration with Luxembourg’s Ministry of the Economy and the Chamber of Commerce. Since then, Luxembourg’s GEM reports have provided unique information on the intensity and evolution of entrepreneurial activities in the country. What is more, GEM provides information on individual traits of entrepreneurs, the challenges they face, their attitudes and perceptions, and the context in which they operate, including the policy environment, all in a comparative perspective. In recent years, the economic environment has been marked by considerable uncertainty. The global business environment has been shaped by rising trade and geopolitical tensions, shifts in migration policies, disruptions to value chains, and persistent inflationary pressures. At the same time, the emergence and rapid diffusion of artificial intelligence are driving a new wave of technological transformation. Together these forces are reshaping industries and business models. In this context, questions arise about their impact on entrepreneurs and entrepreneurship, as well as the strategies entrepreneurs are adopting to adapt and seize opportunities related to digitalisation, sustainability, and innovation.
