Significant increase in the number of job seekers and the unemployment rate
As of November 30, 2025, the number of available resident job seekers registered with ADEM (the Luxembourg employment agency) was 19,907, an increase of 1,282 people (+6.9%) compared to November 2024.
Over the past twelve months, the increase has been relatively similar across all age groups; however, it is particularly pronounced among the most highly qualified job seekers (higher education graduates), at +10.2%. Furthermore, data analysis by occupation confirms the trends of previous months: the most significant increases are in secretarial and administrative support (ROME code M16), accounting (category M12), and IT (category M18).
The seasonally adjusted unemployment rate, calculated by STATEC (the Luxembourg National Statistics Institute), stands at 6.2%.
The number of new jobseeker registrations increased only slightly. In fact, 2,694 residents registered with ADEM (the Luxembourg Employment Agency) in November 2025, representing a 1.1% increase compared to November 2024. However, the decline in the number of resident jobseekers receiving full unemployment benefits, observed since spring 2025, continued to accelerate. From November 2024 to November 2025, this decrease was 1,300 people (-12.3%), reaching 9,233 as of November 30. Conversely, the number of beneficiaries of employment support measures reached 4,489, a slight increase (+2.1%) compared to November 2024. During November 2025, employers reported 2,347 job vacancies to ADEM, representing a significant decrease of 7.4% compared to November 2024. Accounting (ROME code M12) and IT (category M18) professions saw the largest declines during this month. The stock of available jobs also saw a slight decrease: compared to November 2024, the number of positions stood at 6,023, a year-on-year decrease of 1.9%.
- An available resident jobseeker is a person registered with ADEM who resides on Luxembourg territory and who on the date of the statistical statement is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A resident jobseeker is a person registered with ADEM who resides in Luxembourg and who, on the date of the statistical report, is assigned to an employment measure.
- An available non-resident jobseeker is a person registered with ADEM who does not reside in Luxembourg and who, on the date of the statistical report, is neither in employment, nor assigned to an employment measure, nor on sickness or maternity leave.
- A jobseeker with reduced capacity for work is a person who benefits from an external reclassification decision pursuant to articles L.551-1 et seq. of the Labour Code.
- A recipient of full unemployment benefit is a person who is registered with ADEM and who is receiving benefit under article L. 521-1 et seq. of the Labour Code.
- A beneficiary of a waiting allowance or a waiting professional allowance is a person registered with ADEM and receiving compensation under application of article L. 551-5 of the Labour Code.
- The unemployment rate is the ratio between the number of available resident jobseekers and the resident active population.
