Survey on Internet use by households and individuals

The survey collects data on the usage of Information and Communication Technologies (ICT) among the households and individuals aged between 16 and 74.

Survey objectives

The data collected deal with:

  • household access to ICT (computer, Internet and mobile phone) ;
  • type(s) of Internet connections used at home and the reason(s) for not having access to ICT ;
  • ICT equipment and frequency of use (for individuals) ;
  • the use of e-government and e-commerce by individuals ;
  • e-skills and problems.

Every year, an ad-hoc module focusing on specific topics is part of the main questionnaire:

  • 2025: Use of electronic identification 
  • 2024: Internet des objets (Internet of things), éco-TIC (Green ICT) et harcèlement en ligne (cyber-bullying)
  • 2023 : No specific module
  • 2022 : Internet of Things and Green ICT
  • 2021 : Privacy and protection of personal data
  • 2020 : Internet of things
  • 2019 : No specific topic
  • 2018 : Trust, security and confidentiality, ICT at work

The implementation of the survey in Luxembourg is supported by a grant from the European Commission through the Single Market Programme (SMP)

Implementation

Since 2018, the ICT survey has been carried out using a mixed-mode collection scheme combining telephone and internet. The subcontractor appointed following a public contract award is in charge of collecting information in the field.

A sample of nearly 6,000 individuals aged between 16 and 74 is drawn from the National Register of Individuals (RNPP) using a simple random draw method. Those individuals for whom a telephone number can be found in the telephone book then respond to the survey by telephone, with the remaining individuals being asked to respond via an online questionnaire. In addition, if they wish, individuals can always choose to change the mode of administering the questionnaire. In this way, the final sample of the survey better represents the resident population than if the interviews were carried out only by the telephone.

The field of the survey is planned during the months of June and July of the current year. The questions relate to the 3, 6 or 12 months preceding the date of the survey.

Legal framework

The european legal basis of the survey is Regulation (EU) No 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples:

The ICT household survey is prescribed by the European Union and is mandatory in all EU member countries

The data collected is used to compare the information described above at European level.

According to the law of July 10, 2011, participation in this survey is mandatory. Failure to respond or intentional provision of incorrect data may lead to a financial penalty. This legal provision aims to contribute to the quality of the statistics produced, by allowing STATEC to collect reliable data that is sufficiently representative of the resident population.

Specific questions

Is my participation representative for the Luxembourg population?

Your participation is important regardless of your situation. By answering the survey, you ensure that your personal experience is taken into account in the image that the ICT survey gives of Luxembourg society.

Without your help, STATEC cannot obtain reliable results. Several thousand people help STATEC each year by responding to its surveys.

Once a person has been selected, another cannot replace it, as this would degrade the representativeness of the sample. Your participation is therefore very important to the success of this survey.

Will I be paid for my participation?

No, the ICT survey is an unpaid survey.

Can I participate via phone?

Yes, it is possible to answer the ICT survey via telephone interview with the help of an interviewer. Please send us your request to respond via telephone interview by email to tic-menages@statec.etat.lu specifying the time slots of your availability and the language in which you wish to carry out the interview.

Do I have to participate in the survey knowing that another member of my household has already been selected?

Yes, participation is compulsory, the sample is drawn randomly and it is not impossible that several members of the same family are selected.
